Performance Contracting

AES serves as an extension of the Public Housing Authority's, city, municipality, or owner's staff to provide guidance through the lifecycle of your energy project, protecting the customer's interests. AES provides customers with value-added resources to supplement existing in-house capacity and capability needed to make their project a success. For an owner, whose team may not have the required depth of resources to look after each component of a project, AES serves as an extension of their staff. As the energy project's "eyes and ears," AES can provide on-site representation to make sure that construction proceeds in accordance with contract documents, on time and within budget. Working as your advocate, AES enables customers to focus on their core business without distraction.

Small Rural Frozen Rolling Base Program

The SRFRB Program is  practical opportunity for small rural housing authorities to turn utility savings into flexible operating and capital support. AES can support your project.

Small rural housing authorities are under pressure to maintain aging properties, control rising utility costs, and stretch limited operating and capital funds. The Small Rural Frozen Rolling Base Program gives eligible agencies a way to keep the benefit of energy and water savings instead of losing those savings through reduced subsidy calculations. In plain terms: if your agency reduces consumption after entering the program, the savings can stay with your housing authority and be redirected to local priorities.

The Small Rural Frozen Rolling Base Program is designed for small rural public housing agencies that want to make energy or water improvements without immediately losing the financial upside. By freezing the rolling base consumption level used in subsidy calculations, eligible agencies can preserve the value of reduced consumption and use those dollars to support stronger operations, property improvements, and long-term sustainability.

Advantages for PHAs include: Retention of savings for 20 years; reduce risk for small agencies; and improved asset performance.

Federal housing programs emphasize the need to increase the supply of safe, decent, and affordable housing for Native families, while sustainable construction initiatives show that energy-efficient design can reduce reliance on costly fuels, improve comfort, and strengthen self-determination.

Rental Assistance Demonstration (RAD)

Making a RAD-EPC decision boils down to a PHA’s strategic objectives, timing and financing.  The strategic objectives are the PHA’s asset management goals over the next 10 to 20 years, and should include the appropriate mechanisms (e.g., EPC, RAD, both), for implementing their redevelopment strategy.  Timing is influenced by the PHA’s commitment and focus, and an available ceiling level for conversion to RAD.  Financing involves suitable operating and capital funding levels to successfully transition to RAD, rent structure to address debt service, reserves for that rainy day and, where required, tax credit availability to augment financing.  Given a sense of those variables in which a PHA must operate, the discussion and analyses in this paper should provide guidance for a PHA exploring redevelopment options as part of its strategic planning process.

Strategic Facilities Planning

Energy audits are the underpinning of any utility improvement project. An energy audit describes a broad spectrum of energy studies ranging from a quick walk-through of a facility to identify major problem areas to a comprehensive analysis that includes demand (conservation opportunities) side, supply (alternate sources) side, resiliency (what happens when the lights go out), and health/environmental issues.
